Consciously or instinctively the original designers of scrum created a framework that implements the Shewhart cycle into IT.
The Shewhart Cycle is also known as the Deming cycle or PDCA.
Scrum implements the Shewhart cycle, with the terms Check & ACT renamed to Inspect & Adapt, which are two of the three pillars of scrum (The third being transparency).
